What kind of Lift? Suspension lift or Body lift?
If you go with a 3" Body lift the kit is about 100 bucks and you can get it installed for anywhere from 200-500 bucks.
There is a variation in Suspension lift pricing due to companies and the way they make their lifts. You can get a cheap suspension lift that uses 3" blocks in the rear or you can spend a little more and get new springs in the rear or use longer shackles to gain lift in the rear
For the front it is IFS and it is expensive. You can crank your Torsion bars for 3" lift but they will sag overtime.

i might be wrong but i don't think 4runners use leaf packs, so you won't be using shackles. also, you can't get 3" shackles for taco's with leafs. on TTORA they said that some 2.5" shackles will be coming out soon. 1.5" is the biggest you can get right now i think. but anyways 4runner's use springs, right?
as for the front, you might want to get some new torsion bars from saw a way (is it sawaway.com?). that's what a lot of people here have used with their runners. most of what tufftoy said about the rear suspension is right. you could get some blocks, or new springs.
