ive searched but didnt find the exact same thing im having......i have a 97 taco with the 2.7 i dont have heat,,the cable is still hooked up to the level in the dash and the piece at the vavle moves under the hood,,,,,i figured either heater core or the vavle is broke but the outside moves?

 

Flush your heater core, it could be blocked up.
