Headlights Issue on 4runner

So I recently purchased a 1996 4Runner and there is a problem with the headlights that I just cannot seem to understand what is going on. Whenever it has been raining outside, the headlights turn on. Automatically. When you are don't driving, you can turn off the headlights and then the car. However, as soon as the key turns to the accessory or off position, the headlights come back on. I know the switch isn't faulty because the lights turn off if the vehicle is running; it is only when it isn't running that the problems occur. I think it is linked to water getting into the car because the PO said it started to happen when he got the windshield replaced. Anyways, I got it replaced two days ago and they did a solid job on windshield. The problem hasn't gone away though. The only thing I do to make sure the battery isn't drained is I pull the fuse in the engine bay when I don't drive it. Anyways, do you guys have any idea what is going on here? And do you have any ideas for solutions?

I'm guessing water has gotten into the steering column stalk area and intermittently makes an electrical connection when it shouldn't.

You might also try t4r.org for 4runner specific members.

Pull the colum plastics check for water and or corroded wires also while it off if u can run a sprinkler or just the hose without a nossle and watch for leaks it's the only way ur gonna find it it could be leaking from under the cowl panel (place between hood and windshield) watch for leaks best way in my opinion
