Fan of some sort running contantly

Anytime I am driving the car even if the air/heat is off I can hear a fan noise contantly...not really loud, but noticeable. Sounds like it could be under the dash. Is this common or supposed to happen?

I have been having very low mileage as well and wonder if it could be because this fan is running constantly...just a thought.

Any ideas?

what type of vehicle???if it is a 3rd gen, it might be the rear vent. Look on the back of the center console.

It is a 99 runner SR5. It seems to be coming from under the dash. Just like a blowing noise constantly. I do not think it is the rear air vent, but I will check. I also saw a thread in here somewhere from someone who was getting terrible gas mileage and attributed part of it to an electric fan of some sort that was continuously running.

HMM, I dont know...maybe you guys can help. Thanks!

The same thing is happening with my '97 SR5. As soon as I turn the key to acc on, it sounds like a semi-loud fan is blowing behind the passenger side dashboard, and I have nothing turned on!

This is really ridiculous and I have to crank the radio to not hear it. Any idea on where to start? I've been searching like crazy to no avail.
