Engaging an E-locker manually

I have the E-locker third from an 02 Tacoma that I will be retrofitting into my 1990 rear end, and to do so I have to engage the locker. How do I do so manually?

Downey sells a manual cable actuator for it. I don't have a link at hand, but I bet if you searched you could find it.

If you mean you want to engage the locker to install it just connect the motor directly to a battery

You can engage it with a flat-head screw-driver also. Just take the motor off and you'll see the splines. Just move the arm over to the pinion. You may have to spin a tire to release tension off the arm.
