Emergency/parking brake help

I figured (with this boards help) that the rattle I have been hearing for some time now is my ebrake cable. I am looking for some help in tightening it. I think I found it under the truck. It looks like 2 cables going into what looks like a coupler and back out again. Right under the drivers side seat. How do I go about tightening it porperly? It currently doesnt work either. I tried to use it this morning to stop or slow me down while rolling down the driveway but nothing happened. Suggestions? Thanks

Not too familiar with the 2001s but on the 84-95s there is often a problem with the actuator lever on the back of the rear drums it rides between a
fork-like bracket and often siezes up. Using a hammer [or other blunt force application object] to move the lever towards the back of the drum will free it up and restore tension to the whole cable system. Grease the forks regularly and it can help prevent the problem. It sounds like you need to get the rear brakes adjusted also.

I don't know if any of this is applicable to your vehicle but it might help.

On my 96 3rd gen, you just need to adjust the rear brakes to tighten.
Lift the rear and pull the drum cover plug. Turn the adjusting wheel until the wheel starts to drag. This always tightened the cable and improves the overall braking anyways. A lot of folks warp their fron disks because the rear's were not doing their share of breaking.
If you tighten too far, you may need to pull the wheel/drum off to back the adjusting wheel (it turns one way).

The self adjusting rear brakes do not seem to work very well.
