Driver seat belt removal

Driver seat belt removal
I need to figure out a way to pull the B-pillar panel off to lower the headliner. Last time I tried, I could get the panel to loosen, but there was no way to move it down, since the seat belt bolt goes through it. Any idea how to remove the seatbelt or is there another way to lower the panel?
