cigarette lighter assembly 1992 4runner

how can i access the wiring for the 12v/lighter assembly? does the little black section come out by itself or do i have to remove the whole dash piece or what?

You will have to take out the center dash and the pannel below the lighter to be able to reach back there. Once you get behind it, there is a ring type nut that twists off, you unclip the wiring harness and its all free. Its not fun, I just did it a while ago.

i have to take off the whole dash around the cd player and everything?

Yes, and to do that you have to take off the glovebox, as well as the panel under the sterring wheel. It's really not all that hard, just takes a little time. Just two 10mm bolts and some screws. Also, pull the knobs off the HVAC controls and that panel will pop off.
