I change my filter every 30,000 miles and I've never pulled this fuse. What I do is open the gas cap to relieve any pressure in the tank and then slowly loosen the lines going into the filter. A small amount of gasoline will trickle out as you crack open the first line, so just place a little bucket below the filter. After a minute or two it'll have drained and you can remove the filter. No big deal.

what about trying some liquid wrench or something? whatever they do to get it off you most likely can as well.
and when i changed my fuel filter, i didn't pull any fuse either.

Liquid wrench overnight, then grab the filter with your hand while a wrench is on one side and just reef on it. You'll get 'er.

I was just talking to someone today about how much of a PITA it is

Tom and Ray just had a column in "Car Talk" about fuel filters having threadlocking compound put on their threads. That might be your issue.
