Question Calling all 4Runner Alignment Experts

I have a '96 4Runner that I put knew tires on in late February and had an alignment done at the same time. There has been vibration feedback in the steering wheel ever since. I took it to Tire Discounters and had the tires Road Force balanced. Tire Discounters told me that the people that put the tires on needed to have their balancer recalibrated because each tire was totally out of balance. Well I had them balanced again today and found out that there was way too much weight on all the tires. After being balanced today 3 of the 4 did not require any weights. Driving at highway speed it is smooth as silk now, really happy. Ok now to why I need to consult with the techies. When they did the alignment the found that the camber is right on the outside edge of the range. From what I understood this means that the front tires are riding on the outside edge. They tried to use the cam adjusting bolts and found that they were already at the high point. I did some poking around on the internet and found that this is a not so uncommon thing, did not find any parts that would correct the problem. What I need to know is; is there a larger cam bolt that can be swapped in. Or is there another adjustment up top that the tech is just not aware of. I admit that the guy that did the alignment was very knowledgeable about what he was doing, he just admittedly has not worked on that many Toyotas. Any advice or help would be much appreciated. Depends on whether or not it is positive or negative camber. Which is it?

I am not sure. All I know is that the tech told me it was out at the top and in at the bottom. This makes since because ever since I got the truck I have had problems with the outside edge of the tires on the front wearing weird. Of course the couple of times I have had it aligned nobody bothered to mention that the camber was right on the edge. Don't know if that answers your question or not but I only know the basics.

Are the Torsion Bars cranked up? That typically causes ya to run out of camber adjustment of the bottom bolts...

96's don't have torsion bars. Good thinking though.
