A/C idle

A/C idle
system blinks normally,but when I press the accelerator pedal it appears the code 51.When I turn on A/C idle drops to around 500 rpm.(normal 900rpm)
Toyota 4runner 22 R-E, 2,4l,sr5 (3-1989).
