Bizzare icing problem caused by hood-scoop

I have a 2002 "badlands" edition (basically the Limited Edition body package, without the sunroof).

Left the truck for about a week while I was traveling and left it covered in snow. When I arrived home today, I hit the remote start button and heard kind of banging noises and ice breaking from the engine bay - it didn't quiet down at all after a few seconds. After popping the hood, I found that the fan pulley and crankshaft pulley had so much ice build up on them that it caused the power steering belt to "derail".

The fix wasn't all that technically difficult, just miserable that after 12 hours traveling I've got to crawl around in the snow to re-install the belt (had to melt the ice off with a torch first).

The only place I can see where this build up might have come from is from snow melt coming through the "non-functional" hood scoop on the limited editions. Well, it functions for something all right.

No question here, just a story of what happened -- might help others.

Maybe a bad seal but I still don't see how anything came through the hood scoop;I can spray mine directly with water at the car wash and zero water goes through it.
