I just had a similiar problem when putting things back together on my 22RE after a head gasket replacement. I thought it was a bad idler pulley but it turns out I was low on power steering fluid.

Seems I've developed a slight leak somewhere, maybe because of the cold weather. It takes (I'm guessing by memory) about an oz to bring it back into range, and then no whine. So I'm watching it more carefully for now.

If I recall you've eliminated power steering fluid. But just to answer the question, in my own case, I heard the whine from very slightly low power steering fluid (still on the bottom of the stick while "cold") with no sense of loss in steering wheel performance. This was on the '94 shown below.

After I went to Paragon....
And a lot of deep water crossings....
It did so well and then this happens so...
Okay here are pics of the steering fluid level...



Is this low, normal, what?
I thought it was normal but i could be wrong, and if it is low where can I look for leaks and what specific fluid will I be putting back in to try to fix it?

Chiltons says Dextron Type II ATF or later. Not sure about 3rd generation.. just make sure you get the right stuff.

I've had the same problem ever since I did some water forging, i'm going to try and tension the belts a little more. The belts were just replaced about a year ago so I'm guessing it can't be them....I've been following your posts and have found some good ideas.
The difference with mine is that it can only be heard at higher rpms....when its idle its totally fine. So again, i'm hoping mine is just a loose belt. If it was a bearing how would i know and is it a hard fix?
