Trying to figure out what the bumper and wheels are.

where did you find the pics from?
wheels look like Level 8 Strike 6 wheels:

bumper i dunno. could likely be custom.

Thanks for the reply. I found the pic from a Google image search. I did a reverse image search but didn't find anything relevant. This 4runner has a very different stance than most lifted 3rd gens with bigger meats in my opinion. Seems much wider which I assume is from the after market rims. I'm running 285's on factory 5 star's with 1.5" Spidertrax spacers and my stance is much narrower. This 4runner looks more like a lifted FJ or even 5th gen 4runner to me for some reason.

I'm almost positive that's blcktpgsr's 4runner. Here's his build thread over at t4r.org but on the 55th page to show more recent pics.

It's an ARB bumper chopped up custom and not sure on the wheels, I think highonpottery might be right. Scroll down on that link towards the bottom to see better pics, or just go read through his entire build thread. I would tell you more about what he has on his rig, but I'll let you do all the reading.
Sadly he doesn't seem to have compiled a list on the first page like most, so you'll have to do some digging.
