97 Limited - New bell cranks, stuck equalizer pivot help

Rebuilding rear brake system and ebrake parts and not quite sure how or where to start with the ebrake. Ive taken apart the equalizer pivot because it was frozen, cleaned up and greased but its still very very tight, will move, but not return to home fully. Id like to just start fresh and adjust it from there. Truck has 310k and it looks like bell cranks are original, and one fell apart under the boot. So where would I start with this? Loosen up the cable on the handle? I havent found a good write up or video on doing this like its a new cable and cranks. I saw on a post somewhere that ebrake should be adjusted right first, before the new shoes etc tho? Saw something about removing the springs to get stop screw right but, do they mean the springs on the crank, or inside the drum for the shoes? I think im just mostly confused at this point Ive looked at so much stuff. Thanks
