97 4Runner Tach works sometimes

97 4Runner Tach works sometimes
Brand new, total N00B here.. My tach works sometimes.. in the mornings, it reads Zero.. and it seems to work perfectly fine when it get hot. Do these things have a cable, or is it a Sensor? They guy I bought it from said "you should be able to rebuild the cluster and fix that, but I was lazy".. suggestions?
