3RZ-FE Shop didn’t torque harmonic balancer, now what?

3RZ-FE Shop didn’t torque harmonic balancer, now what?

Trying to help a family member, They had a terrible noise upon start up. turns out the pulley came apart from the harmonic balancer, the shop (wouldn’t even call it a shop) that replaced the balancer didn’t torque it down(I literally removed it with my hand), the balancer became loose and the owner only noticed it when it started to rub against the cooling fan. Now, I believe the balancer didn’t rub the crank too much (didn’t get a chance to take a deep look) The main issue is that I think the woodruff key is damaged as the balancer won’t line up against the key. I might be wrong but it seems like the key is shared with the timing gear as well so I guess removing the timing cover will be the first thing to do in order to determine the damage?
As for the shop, they claim it was tightened properly and it seems like they don’t really care, neither do I, they need the car and I wouldn’t let them take it back there anyway.

They should report them to the BBB...

Timing cover yes...belt condition, sprockets still line up...among others. May have to remove other components to fully inspect. Good friend looking out.
