2003 Tacoma V6 auto

My front wheel drive will not engage. No indicator light on dash, Checked and replaced 20 amp fuse, HELP!

Is it actually not engaging, or is the light just not coming on? Did the new fuse blow?

It actually does not engage and the 20 amp fuse is not blown, but I replaced it anyway with no results.
