2003 fresh air on/off

2003 fresh air on/off
On my 2003 sport the fresh air intake button always wants to go back to on for reciculate inside air. This is when I just want fresh air out vents without ac or heat or the fan on .
Everytime I turn engine off it goes back to inside air is this normal?
