Update...
Turn signals work fine now. I'm guessing the rheostat or hazard lights complete the circuit?? After I buttoned everything up the turn signals worked again.
Still trying to figure out why the tach is stuck at 2,700 rpm. When I turn the key to the on position it jumps up to 2,700 and stays there. When I start the engine it stays there with no change. I searched for "frozen tach" and "stuck tach" to no avail... I'm stumped. Trying to figure out if the cluster is bad or it's a wiring issue. Any help would be greatly appreciated.
