Perfect 3rd Gen Frame in RI

I hope to look at this in about two weeks. He has sent me pictures, and although the photo quality is not great, I think it is a ways from "perfect." I am looking for a perfect frame, and am willing to pay a premium for something truly rust free, but based on the photos I saw, I won't be offering $1000, if I make an offer at all.

If anybody can help me out in my search for a 3rd Gen (96-98) frame, I would be glad to hear about what might be out there. I will really be looking for something where someone can work with me to get it shipped, as my travel options are pretty limited.
