Its not a 98 switch, its 99-02 only. You will have to modify your wiring to make it fit in a 96-98.
Toyota was odd with their switches for the third gens, and there were 3 styles:
#1: 96-97
#2: 98 ONLY
#3: 99-02 (the one pictured)

I guess it is for 99-02, I thought it fit the '98's.....
