Loose front driverside wheel.

Loose front driverside wheel.
So I got some now wheels and tires and put them on.. everything is going well, untill I get to the last one. Well I get it tight as it will go and it still wobbles side to side... Im not to sure what to do. I doubt its safe to drive on..
Any insight to what might be the problem..

Closed end nuts and too long studs? Why one and not the rest? If you switch wheels does the same thing happen in the same place?
Yeah, don't mess up your wheels/studs driving on them loose.

Tommrow I plan on switching some wheels around.. to see if that has something to do with it. It feel like the studs might be too long.. But the older wheels did not have this issue.. however, the thickness of the old wheel might be checked too.. . .
EDIT: So the thickness of the bolt holes were just not as thick as the old wheels... So Just got thicker washers easy fix.
Here they are.. and a comparison of the tread on the new and old ones..
