Well, when they're on the front they are. On the back they're a slip fit onto the axle flange. That means it's doing the locating. At least the factory alloys work that way.

All the aftermarket wheels I've seen are lug centric. The center hole is much larger than needed so they'll fit a variety of vehicles just by changing the lug hole pattern...
