1992 4Runner on TRD wheels

Need to bore the hub out. Either take them to a machine shop, or get busy with some sort of grinder. Or could try a wheel spacer that the mounting surface is flush.
Your sure the backspacing will work before you modify them?

I have heard of guys using a wood router with a trim bit to make wheel hub bores larger. The kind of bit that has a bearing on the tip to follow an existing contour. The high speed steel bits will easily cut aluminum.
