08 4runner limited wheel stuck

Ok so had zero break issues before this but feel I'm gonna need a brake job after this .

Bought a set of factory 4runner 265/70r16s to swap out from my 265/60r18s that I had been running. Just wanted to be able to get a more aggressive tire without a lift kit and selling a kidney.

Left front tire was a bit sticky coming off and didn't think anything of it, just figured the dealership had impact wrenched the wheel on. Get the tire on and, release the ebrake and needless to say that brake isn't releasing. Top it off the wheel is now not coming off. Dead blow hammer and soaked it in wd40 to try and brake up whatever junk may be causing the issue.

Any advice would be appreciated.

If I had to guess (which I do since I'm not familiar with the '08) I'd say someone put aftermarket bigger brakes on it and had to change to 18 inch wheels to clear them.
BTW, unless in '08 they did something strange the parking brake only activates the rear wheels, so your front wheel not turning would be from the wheel contacting the brake caliper.
