Is this going to be a trail truck only? If not, how do you plan on passing emissions in MD? It sounds like they do the same tests as NJ:

NJ inspection consists of a visual check for catalyst and tailpipe sniffer-it's basically a de facto ban on gasoline to diesel swaps. When you go through the line here the technician puts the VIN number of the vehicle into the computer and the vehicle is tested based on the emissions data for that particular vehicle and engine combination. You can get away with, for example, putting a Chevy 350 into a Camaro that originally came with a 305, etc...but if the computer is expecting to see emissions from a 4 or 6 cylinder gasser and instead sees emissions from any kind of diesel, it aint gonna jive.

Diesel conversion in an 88 is simply a visual inspection, however, this is a historic vehicle in this state, so no emissions anyhow.
And it would be silly to try and 'pass' an emissions test with a gasser with a diesel engine. As i understand it, only diesel from 2007 now need to go thru emissions testing.
The reason i am swapping to diesel is so i can improve my range(highway) and save $$ on the rising oil prices(even though there is more to my plight).

^^^ we have similar laws to historic plated vehicles, but i haven't been bothered so far. I may register it non-historic(whatever the term is) once the diesel is installed....we will see.

Check your state's regs. there has to be a policy for "hot rods" / custom builts / kit cars... all those beasts are'nt running around untested... you may have to go to a DOT district HQ and speak to someone senior to get a straight answer... also ask at the local test center/speed shop they might know...

I've got a friend in Australia who can get you in contact with a broker. I was researching this same swap, but he said to expect to pay 6500-7500 to have a good working example delivered to your door.

After freight and other charges, you are right about the charges. If I can get a halfcut it should reduce the fees a bit since imort tax is different, and weight.

I'm going to continue to continue this pursuit, but for now I'm going to throw the old lump back together with fingers crossed. If I don't I will miss a few rides, and most importantly a family trip to hatterass(and that ain't happening).
Time is not on my side.

Good news
Yesterday, while out terrorizing some side roads in the burbs with some two wheeled hooligans, a buddy mentioned the importer I first tried that turned me down. He also informed me that a mutual friend of ours is good friends with this importer. So I dropped him a note today saying I knew this guy... Well I got an email back and believe I have secured my broker. it will still be a few months, at least, before I get my own 1KD-FTV!!!
I hope I'm not getting ahead of myself.
