Fresh oil change as well and make sure the engine is good and hot, drive 10-20 miles at speed (at least) before retesting. Check your O2 sensor or replace if it is old (I keep a brand new sensor just for smog tests).

Also consider adding 10% denatured alcohol to the gas tank. Adds O2 to the fuel, helps reduce HC/CO levels, also make sure your timing is fully advanced.

You'll need a timing light to check and set the timing.
