Rear Window Problem

Rear Window Problem
Has any one with a late model Runner had this problem?
In cold weather (40 deg F and Below) if the rig has not been running the rear window will not go down or up for that matter. Is it one of the sensors, relay, wiring or the motor?
Wiring doesn't make sense because conduction goes up as things get colder.
I have not gotten out the volt meter and tested yet but I thought I would throw it out there and see what you guys thought.

Also, while your trying to roll the window down, look at your dash lights (ie check engine, alt, seat belt, ABS etc), engine off and see if they dim quite a bit, if they do, this is a good indication its getting power to the motor, just hard turning, if they dont dim, it can be other items, most common is the rear wiper park switch, and a latch detection switch, in that order too.
