'83 in WI, thinking about buying

I am looking at an '83 here in Wisconsin, I know the guy who is selling it, been wanting an older one for a long time. I went and checked it out and it really has very little rust considering where it is, the frame is in great shape. The interior needs a lot of work, I don't actually know if the heat works, looks like the dash may have been pulled or something, door cards are gone and replaced with wood panels (in the pictures), no carpet, no radio... I'll try and snap some pictures tomorrow so it's not just off of the ad...

What do you guys think? I think the price sounds high but here in Wi these things are hard to find with frames in such great condition...

Pull the vinyl matt or carpeting and check the floor at the 4 corners of the cab, they like to rust, especially by the cab mounts.
That rust on the lower right front fender is kind of lot. If you can pull back the rubber seals at the corners of the windshield and inspect that would be good. Hidden rust is a pita
That 87/88 grill is hideous
