22re or 3.0?

22re or 3.0?
I need some help, i've been looking for a 4x4 4runner or Pickup and have some concern with which motor I should get. I've heard that the 3.0 is really a 3.slow with not much more power than a stock 22re is that true? If so what can be done to improve that power with a small budget?
