Vise grips. Spray some PB blaster on it after scraping the gasket off. If the hole goes all the way through spray up from underneath too to get it soaking up from the bottom. Vise grip it HARD as each time it slips it gets harder and harder to get a good grip. If it starts turning but doesn't come out easily, work it back and forth carefully going a bit more each time until it comes out. Trying to turn a tight stud/bolt may result in pulling the threads out or breaking the stud/bolt.
