Based on the first photo that Angry Andy posts I guess the back of the frame does not have the last cross member unlike the 4th gen 4runner. That definitely makes adding a rear bumper a lot easier as it follows more of the 3rd gen 4runner rear (open ended rear frame).
I'm not sure about all of that sheet metal though. I had the same problem with working with the first bumper and it really got too heavy for my liking. I'd say make a small bumper and fill the gap with fiberglass like I did or do something else (alum body panels?) Whatever it is, steel is not the way to go because he'll have to contend with the added weight vs the plastic orig bumper.
