I have a 1995 4wd t100 that the rocker panels under the door and extra cab have rusted out. I plan to put in new metal.Why are the rocker panels wet when cutting out the rust? Is water draining through them. Don't see any drain holes. Thanks

 

One thing to check is the drain tube from the above the passengers feet on the firewall to make sure it's not dislodged from the drain tube. Mine got kicked off and it was very wet under the carpet, but luckily no mildew to that point.
