Thumbs down Problem starting 96 t100

Hello, first time posting here and not sure if it's the right place, but a place to start at least. I've been having a couple issues with my 96' T100. First one and the one I need to fix asap so I can pass inspection is my horn and cruise control stopped working and my airbag light came on. The horn and cruise were working intermittently then stopped for good last month, when they did the airbag light came on. I first did some reaserch and found it could be a "clock spring" but I can't seem to find that for the t100. Don't know if that's the right name or not. Any advice would be greatly appreciated! Now the second problem and most annoying is whenever I start my truck after it has ran for any amount of time it will not start first try (usually takes 5-10, if not more) first start of the day or after it sits for a couple hours it has no problem starting. This has caused me to leave my truck on whenever I run errands (been using a lot of gas this past month). This happened a while back when I had a vacuum line cut, but I can't find one leaking anywhere now. I have had the spark plugs done about 8 months ago, new fuel tank and components along with a filter and pump. I've stumped on this and I hope someone here has some advice or suggestions of things to try or places to find answers.
