OBD2 port Data Link Error

OBD2 port Data Link Error
Recently my OBD2 port has started to no function then completely failed. Unfortunately, as I was cleaning the plugs I broke the pin socket on the plug. Recently my truck threw a check engine light (misfire cylinder 3), replaced the spark plug, coil and #3 fuel injector and the truck seems to run just fine again. During the misfire repair work the OBD2 plug started acting up to the point that I ended up breaking one of the pin sockets on the OBD2 port. With that said I ordered a new OBD2 pig tail and just cut the 4 wires and soldered on the new plug. Currently there is still a Data Link Error and I can not connect into my scan tool, MIL does not come on when I turn the key to on as well. Per the service manual Pin 4 of the OBD plug is Chassis ground, Pin 5 is signal ground and pin 16 is battery positive. Pin 4 now has a Ohm reading of 2.2 which it should be 1 Ohm or less. Pin 5 Signal Ground has an Ohm reading of 0.4 Ohm (within spec), Pin 16 is reading battery voltage 12.6.
It seems like there is something with the chassis ground pin. I did clip a wire to the PIN 4 wire and ground to a good ground and there is still a Data Link Error.
Any ideas of where to check next?
