Hot Main Fuse

I was wondering if anyone knows if the main fuse (EFI main fuse) are suppose to run real hot. I notices that the main fuse on my 86 4wd gets real hot while the engine is running, I was wondering if this is normal?

Also, I am having headlight problems, both high and low beam doesn't work. only parking, turn signal lights are working. I checked the headlight relay, the light dimmer switch and the light switch and they all seem to ohm out as specified on the toyota repair manual. But the headlights do not turn on. sometimes it does but most of the time it doesn't. There is something I noticed while trying to trouble shoot the wiring... the fuse box in the engine compartment there is a plug right below the headlight relay and fuses with only three wires. with the light turned to on without the plug inserted I get a voltage measurement of around 12V or higher. When the plug is inserted I only get a very low reading of about 1V. When the light does work I get a 12V reading from this plug. Does anyone have an idea why this is?

thanks!
