Dash lights wont work!

Dash lights wont work!

I've checked all the fuses for my 91' 4Runner and still can't figure it out. The radio lights work and emergency alerts ie: brake, door ajar, check engine, etc... But not my speedometer area with oil pressure, fuel, and temp. Nor does the area with all my ac and heat switches. That's about as clear as I can make of what area it is. Could it just be the bulbs?

Might be the Rheostat is turned all the way down or has opened.

From what I've been reading most guys fixed the problem with a new dimmer switch(rheostat). I am in the same boat right now, but mine was a trail rig only and the PO removed a lot of wiring....
