Camry 93,Ignition lock problem--please help

Camry 93,Ignition lock problem--please help
I am not able to turn the key from ACC to lock position.I checked all fuses, they are OK. Just removed CIG/RADIO fuse out, the lock works fine. When i put the fuse back in, lock doesnt work.Want to know what is wrong if it can not turn the lock when i put the CIG/RADIO fuse back in. Any ideas? Thanks for the help in advance
