1984 no low beams only high beams work

1984 no low beams only high beams work
Hello folks,
I’m hoping someone can help me out with where to start here. Right now I have no Low Beams and only High beams work. Whats weird is when the low beams are on, the blue high beam indicator on the dash is on. When I switch to high beams, the high beams come on and the high beam indicator lights up dimly. Is this maybe a ground issue?
