Webber carb problems

Hey I'm sure there's already a thread about this issue but I don't have time to search for it at the moment so I apologize in advance. So I have a 81 truck with the 22R in I put a brand new Webber 32/36 carb on it and now it acts like it has a massive miss above idle and as soon as you get passed50% throttle it cuts out and bogs wayyyyy down, and I can't find any vacuum leaks I used the starting fluid around the holes method and I checked timing multiple to make sure that isn't the problem, it seems like no matter how I set the mixture screw it just dumps way to much fuel into it can any way help me out with this issue please thanks in advance

I'm sure there is something about this as well but, mine is having issues starting I'm sure it is because I do not have a one way fuel valve between the manual pump and the carb, and the e choke isn't working and I have the 12 v of power coming though the line please help!
