Which torque spec should I use

I have an 82 pick up 2wd (22-R) I just changed the head gasket on. the truck ran befor I chandged the head gasket. now I don't have enough compression (90-100 psi dry compression test) and the truck won't start or run just cranks and back fires. When I did the head gasket I replaced the head bolts with 1995 22-RE head bolts becaus they were all my parts store had or could get. so I put the truck back together with new head, exhaust, and intake gaskets, then put in my new 1995 head bolts and torqued them in three stages to 44 ft pounds then 1 quarter turn than another 1 quarter turn. Should I have used the 1995 tourque instead? It's 84 ft pounds.

thanks guys!
