Too much Vacuumn

My 1994 4runner sr5 3.0l 3vze is getting vacuumn at egr at start up.Idle is eradic until I pull the egr top vac tube. Its not supposed to have vacuumn until I accellerate. I just replaced modulator and checked all lines. Why am I getting vac when I should not have any?

aahhhh, vacuum lines on wrong, It really DOES matter to have the routeing correct. Its easy to mess up the configuration pulling the plenum to fix a cover gasket!
