Rusty bottom are ugly

My 98 4Runner was purchased from a guy who never hosed the underbody etc. Living in the North East is salt city during the winter months. Consequently, I have quite a build of rust. It may be too late.. but, anybody have ideas on how to clean most of the rust off? Is there some product that could be applied and rinsed off? Then I would like to spray the bottom with a tar type product to reduce future rusting. Any suggestions on that idea as well?

Por-15 is highly regarded among people who restore vehicles. I am restoring an old Ford Bronco and i am coating everything that has not rusted out already. Good stuff.
