Relation between pedal and fuel input on EFI

I've been wondering if fuel-injected vehicles will dump fuel into the engine chambers in direct correspondance with the amount the skinny pedal is pushed down or if the vehicle computer will only put in the optimum fuel amount.

Basically, does EFI engines suffer the same loss of power as a carbuerated engine when you mash the pedal?

I realize that I'll probably have to further define my original question because I don't know much about fuel-injection and it may leave some scrathing their heads at this.

I am very much a noobie around EFI as well, but I'd still like to add my 2c (please ).

Once time...when the engine was cold, I had the unlucky oppertunity to have to "mash" it so I don't get run-over by a semi (highway onramp, .2 miles from starting point) and i noticed it just wouldn't shift from 3-4 like it usually would. I know that doesn't prove how much fuel is injected, but I also didn't hear the familiar sound when a greater amount is injected directly before a gear change (if you slowly go to WOT).

P.S.: No matter how cold the engine is, it WILL shift into OD (fast actually) if you get up to highway speed. I can't even count how many times I read the opposite.
