Need Help, Need Ideas

83 toyota pickup, my dd, bought the truck and the vacumm cluster or whatever its called to the side of the carb was missing. So obviously the wiring harness is disconnected. I eliminated the EGR and put plugs on everything. The secondary plate "seems" to have a little more play than it should. When I try to set the carb, I'll turn the screws up so it idles high and slowly turn it down to the possible lowest RPM, however now the lowest I can get it to go is around 2000 to 1500 RPM. And even if I get it that low, the idle seems to jump up WAY to high whenever I barely tap the gas. I've debated and tried running with the secondary plate wide open all the time, but its just as hard to tune in. Please don't say go buy a new carb b/c I don't have the money to do so. Does anybody know a specific procedure to set it back to OEM or as close as possible? Should I keep the plate open all the way or no? Please someone tell me the best way to set and tune this POS carb up
