High beam lights are not working in my 1990 4Runner

High beam lights are not working in my 1990 4Runner.
I have replaced the switch and both bulbs but still no worky..
The blue high beam indicator in the dash comes on when i switch to the high beam but nothing happends.

What can this be??

I removed "HEAD" relay and the main lights went of and the high beam signal in the dash had gone.
When i checked the relay plug i got 12v on those with red x on them , didnt matter if i put low or high beam on , no change..

picture is taken over the fender , red arrow shows the front of the truck.
