What is this piece with fuel leaking from it?

What is this piece with fuel leaking from it?
I have just purchased a project truck for my 15 year old daughter... a 1988 Toyota 4runner with 3.0 v6. It has a fuel leak from the back of the engine while the engine is cranking. I have a picture of the piece it is coming from.... can anyone answer what this is?

There should be a small screw in the middle of it with a plastic cap over it.
