stuck gas pedal

I recently purchased a first gen 4runner w/ EFI 22RE. I am having a problem with a hard gas pedal upon start up. The first time I hit the gas after starting the engine the pedal is stiff and difficult to press. Once it is pressed it goes back to normal. I sprayed silicon spray on throttle cable and linkage but that doesn't seem to be the problem. Any ideas on how to remedy this is appreciated.

I'd bet the butterfly in the throttle is getting stuck every once in a while. Back the throttle stop screw out, then close the throttle, then screw in the stop screw until you can see it opening the butterfly, then keep screwing it in 1/4 or 1/2 a turn. Same thing happened to me.

I took off the throttle body and cleaned it inside and out with carb cleaner and it seemed to have fixed it for me.
