sluggish, less throttle more speed

hi all, i have a hilux sr5 2.8diesel and when i drive along it goes along just fine ( slowly) but fine, but when i full throttle the engine struggles and gets really rough and it feels like its bogging down, and this is on flat ground! and if i let off the gas a bit it calms down and pulls cleanly like it should, but i cannot use full throttle
so im wondering if its the fuel flow controll thing on the carby, as i had to adjust the idle on the truck when i got it, and this meant i had to adjust the plate that controlls the fuel.
sorry i dont actually know what its called, but on my carb i have 2 plates, one on top of the other, the bottom one controlls the idle and air and the top cotrolls the fuel.
so im guessing ive gone and messed up the ratio on the plates, and im just wondering is there any way to get it right or is it just trial and error ?

Try replacing the fuel filter and see if that helps, (it sounds like it might be fuel related) and then do a complete tune up.
